How to build an INTEGERobject

For sake of consistency there is also a routine b_i_i(), which means  
build_integervalue_integerobject.
It can be used for the construction of an INTEGERobject, but because of the input of an INTvalue, there is no difference between this routine and the routine m_i_i().
